Clearing rtc ram in cmos and what to do after?

i7 3770k
corsair hx650
patriot 16gb 1600mhz

These are the components i am using right now. I am also having a hard time explaining this, so here goes.

I installed everything properly as far as i know. So after i tried to switch the computer on for the 1st time the fans turned on for less than a second then turned off again. When i checked the motherboard while doing this the led light on the cpu was red. So i assumed something to do with the fan but I did some research and saw the option of clearing the rtc ram in cmos, so i used the jumper to do so and powered on the computer again and voila it started up and i got to the bios. Now not knowing why exactly the computer was not starting up initially i just went to to the cpu fan monitor to see if it was working and everything actually seemed fine, the temperature was hovering around 30 all seemed good. so i saved it and the computer obviously reset. And now it keeps switching on and off and on and off continuously unless i again clear the rtc ram in cmos. And when it is turning on and off its always the cpu led on red unless i clear the cmos then it doesnt turn red and the computer starts up.
So any help to figure out what to do would be great, thanks.
