I'm not sure about the first problem (mouse not moving), but the second problem is often seen w/ laptops when the user inadvertently comes in contact w/ the touchpad. Certain ppl are more susceptible than others due to differences in typing styles, and/or the location/sensitivity of the touchpad itself. At times, I myself have had to disable the touchpad in the BIOS it’s been so bad. A lot of ppl just don't notice they're touching the touchpad, and so remain stumped.
Not a guarantee that’s the problem, but I’ve seen it happen from time to time.
