Best gaming rig i can get for $1050

hey guys, my cousin wants me to build him a gaming desktop. he has $1050. he says he cant really go over that. but i might be able to pitch in like $150. so whats the best build he can get for that?

Budget Range: he has about $1100 before rebates

System Usage from Most to Least Important: gaming, movies/music, internet.

Parts Not Required: keyboard, mouse, monitior, speakers.

Parts Preferences: not really sure, but probably intel for the cpu, dont really care for the gpu.

SLI or Crossfire: maybe

Additional Comments: would like it to be quiet, but i would prefer performance over everything.
 
Are we talking "the box" only or do we need Monitor, Keyboard, Mouse and OS ? Generally when speaking "build cost, mouse KB and Monitor are excluded assuming they coming from an old box. With your $150 included:
