I'm assuming the tower in this case means the case of the PC.

CPU: i5 2500k $219.99
CPU cooler: Cooler Master Hyper 212+ $25.99
Mobo: Asrock Z68 Extreme 3 Gen3 $124.99
Memory: Gskill RipjawsX 2x4GB 1.5V CAS9 1600Mhz $48.99
GPU: One on the CPU
PSU: Corsair TX 650 V2 $89.99 ( before $10 MIR and 13.50 CC EMCJJKG23 (valid today ) )
DVD: Asus 24x DVD burner $19.99

Total: $526.10 shipped ( before $10 MIR )

If you also need OS that will of course cost extra.
OS: Windows 7 Home Premium 64-bit OEM $99.99

The above gives you OC, SLI/Crossfire support and pretty much the best performance available at the price point.
The PSU should be handle most Graphics card if/when you decide to put one in. But until then the on-chip CPU graphics will work fine for you.
Spend an extra $20 or so to get TX750 V2 and it should also SLI/Crossfire cards up to RadeonHD 6950 and GTX560Ti.
