Slow USB 3.0 on Gigabyte GA-H77-DS3H. Sloves after restart.

CPU: i5-3570k
HDD: WD Caviar Black 2TB Sata 6GB/s
External HDD: Seagate Goflex 1.5TB USB 3.0
O.S: Windows 8 Enterprise 64Bit

I recently upgraded to Gigabyte GA-H77-DS3H. It has native support for USB 3.0 on Intel H77 chipset. The problem is whenever I connect my Goflex 1.5TB on USB 3.0 port, it gives only speed of USB 2.0 at 27-29MB/s. But after a restart it gives USB 3.0 speed of 80-90MB/s. Now everytime I connect it I have to restart to get USB 3.0 speeds.

I am not new to USB 3.0, earilier I had a GA-X58-UD3R board with NEC USB 3.0, it didn't had this problem, it gave good speed every-time I connect.

Is this the problem with intel chipset or windows 8? Since windows 8 has native support for USB 3.0 there was no driver to install. Still I found Intel USB 3.0 driver for windows 8 and installed it, but still no use.
