Comp wont boot

hi guys im having alot of trouble with this
I have a P5Q mobo
Pentium D960 cpu w\Golden orb Fan
2x 2gb dual channel ram
Aywun 500w PSU
and a HIS HD Ice Q4 4850 graphics card

I cant for the life of me figure out how to get this system up and running everything starts ok but the computer will not post to the monitor and I have no idea how to get it to.

I dont have an os on it yet but i do have xp pro cd and also a new windows 7 disk but i cant even get to the bios,

How do i get the picture running??

thanks for the link.
I worked through the list and nothing helped so I gave up and went to a tech, turns out it was a bent pin in the socket.
