might want a powerfuller gpu for skyrim to run on high, and the budget is big... go for a gtx580 and i7 2600k, instead of the mb above go for a asrock extreme 7 gen3 board, and get a 750watt psu or higher. and ur done :D

he isnt going to be doing video/3D editting so there is no reason for him to really go with an i7. Save the money stick with a i5 2500k, GTX 580 sure why not if you got the money to spare it will do good at your resolution.

Well, if he willing to spend till $2500 he should get a GTX 580 cause if someday he exchange the monitor for a fullHD he would need to get a new VGA.

Another recommendation is to get a FullHD Monitor, many games today have a 16x9 coded vision. So, playing in a 4x3 is getting less game :) (I'm suposing ur monitor is 4x3 by the resolution)

MOBO doesn't give substancial performance difference, IMO don't even get u 2~3% diff comparing low and hi end paired with single vga.

Mobo is about connections, sata ports, sli/crossfire possibilities, and fancy stuff. Don't mind about performance.
I got my P8Z68 Deluxe by the front panel, bluetooth included , the awesome auto OC feature and nice bios. no performance considerations at all
