New build NEED HELP!

Hello, Ok so here is the problem
when I install my second memory module it beeps over and over and then shuts off and turns back on and then does it all over again. I have checked both ram in the first slot and they both work but as soon as I add the second one it doesn't. I am using a gigabyte z77-DS3H motherboard. Could my motherboard be bad, I thought I would check on here before I sent anything back

Check your board manual for the correct slots for dual channel. Could be first and third, or first and second. Also be sure the second ram stick is seated all the way in. The second slot may be a tighter fit.
