where to tell if my fans get monitored or controlled by the MOBO?

check your motherboard user manual for the one monitored usualy the cpu fan is ,but all the one connected to the board are monitored

Nowadays current mobo's use software provided in the installation CD, I would take a quick search on the mobo brand and downloads for the mobo see if there is any fan controlling software, other than that its likely in the bios/

There are also a lot of other free programs that allow you to monitor hardware status:

You can typically monitor status of your hardware from the BIOS. To determine whether or not you can control your fans from BIOS you would need to check your motherboards manual.

If you want to be able to increase/decrease fan speeds manually, then there are a lot of fan controllers available on the market.
