Trouble Installing Windows 7

I'm trying to build my first gaming rig (and first computer besides my laptop) but I'm having trouble installing Windows 7.
Whenever I turn on my computer it will show the Motherboard logo and options to go into BIOS then goes to a screen that says "Reboot and Select proper boot device or insert boot media in selected boot device." I have set my boot option 1 as my DVD drive but that doesn't seem to do anything. I have tried changing SATA ports and cables to no avail. Please help!

Have you verified that the optical drive is functional? Is the Win7 DVD bootlegged?

I am questioning if the drive is functional but I know that the Install disc is legit.

You might try flashing the drive's firmware before returning it for RMA.

Of course you'll have to do that from another working computer
