Asrock z77 cant boot sdd/hdd

I have tried everything I can not manage to boot from a hdd/sdd or even an usb I always get the ticking undercore even though it does detect the drives in the bios but it does not boot them any suggestions would be appreciated.

I7 3770k
16gb ram
700w psu.

I have tried everything now with not managing to make it boot any installation or older windows installations nor any usb I am starting to think ive got a defect mb and I might have to switch of brand.
