Why does my PC wont start?

Hello.. I had a problem with my computer today, when I turn it on, the intel screen comes and then a black screen.. And the Intel screen comes again? Is it restarting or what? I really need some help because this is the first time I face this problem! Please help me ASAP!

try resting the bios settings. Remove the bios battery for a couple of minutes and replug to reset bios settings. There may be a clear CMOS jumper on the rear of your computer, if there is you can also use it to clear the bios settings.
