Does the Core i7-2960xm @2.7 Ghz have the same performance of a Core i7-2600k downclocked to 2.7Ghz?

Almost everything about the two chips is the same except for the TDP.

Theoretically, yes.

Yes they should perform about same as long as the mobile Intel® Core™ i7-2960XM wasn't on battery and was cool. They do share the same microarchitecture with the simple change of the mobile have instuctions for saving power when on battery.
