I'm going to buy a new processor and mobo ... Now the question is if have to install 1600 Mhz DDR3 RAM ... Do both the mobo and processor have to support that frequency or only the mobo support enough ??

Yes, while choosing RAM you must look for your CPU and mobo specs to check if they support such speed. If you buy RAM with large speed, it will downclock to speed supported by your motherboard.

Can you provide CPU and mobo you are looking for? It will be easy to answer.

The cpu is Intel core i3 3220 3.3 ghz and the motherboard is and ASRock B75M-GL
