XFX ATI 6950 and down around 40 fps in TF2. Please help!

Just built a new computer and I am having trouble with Team Fortress 2. It runs at around 250 fps, but when there are multiple players, it drops to the 80s and 90s, and then into the 40s at times. I have tried disabling multicore support, decreased textures to low, shut off HDR... nothing has helped. It makes absolutely no sense to me, as I was able to play on my old 9800 GTX no problem. Other games like Fallout new Vegas and Mass Effect give me no trouble.

I am active with a clan and really love TF2. Any suggestions!?

I have updated windows, have the latest ati drivers, updated my mobo, etc. I have only 5 programs running in the background: USB 3.0 monitor, google update, realtek HD audio manager, powerreg, and logitech setpoint.

I am using a 24 inch Acer monitor at 1920x1680.

i am fully vested in figuring out what this is i have the same problem and i know how to fix your frames rates but it involves a a serious overhaul and separation from your current hdd over to a ssd
