2X8GB or 4X4GB?

can you tell me which is better? 2X8GB or 4X4GB? this is for new build and want to choose, for CPU: AMD FX 8350. also please tell me what the difference has 1600 and 1866 hrz ram's? there is some kind of timings and latency's? which will be better option? if you will tell me where can i read some information about that, please send me links or tell me shortly about everything that. thanks in advance.
