Unable to make a secure connection to sites or services.

All of the sudden my roommate's PC became unable to accept secure connections. It had been running smoothly for over 3 years. If logging onto a game it would say the server is unavailable, if loging into a secure website it will say the security certificate is invalid or expired. After being unable to solve the problem we decided to wipe the computer and start over.

Steps taken:
Firewalls disabled.
Antivirus disabled.
Hard drive wiped.
New installation of Windows 7 64-bit
Disabled network adapter.
Purchased new USB wifi adapter.
Reset BIOS


The problem still persists. Any ideas?

Update: When trying to start Steam (digital game software by Valve) I get a message saying

"Steam.exe (main exception): The registry is in use by another process, timeout expired"

Likely related to our main issue, may not be though.
