Often people say they have never damaged parts by only taking basic or minimal care with regards to static electricity. Is it possible to damage components partly so they still work but not at full capacity, giving the illusion that nothing is wrong?

and

If you ground a case by plugging it into the wall, even if the PSU and wall sockets are switched off, does there remain any risk to you if a power surge occurs while touching the case?

Yes it is possiable to damage parts so they partly work, or cause instability.

Yes Plug in the Power to your case (leave off at the wall) and touch the PSU or PC Case.

everytime you move or stop touching the case, make sure you touch the case again before picking up parts. Avoid holding or touching the components. hold them by their brackest or plastic components to further reduce the chance to staticly damage them
 

Possible, but unlikely. A voltage spike is more likely to critically damage something.


You are dealing with electricity, so there is always a risk. However, the power switch should isolate the surge, so the risk is minimal. Keep in mind that there is a difference between a static electricity spike and a voltage surge.
