CPU stuck at certain range of frequence

I have asus P8z77 v lk motherboard . after i updated the bois i couldnt overclock my ram so i decided to downgrade it bois again but when i did so even then i couldnt oc the ram what i also noticed was that my cpu freguency was running between 3.6 to 3.9 and not less as shown by core temp. so i update the bios again but encountered the same problem please can anyone tell he whats wrong ? can i fix this some how ??

Motherboard: asus p8z77v-lk
Ram: corsair 8bg vengance(4gb x 2)
cpu: 2700K

If you don't know what you're doing, I wouldn't keep changing the bios. Everytime you flash the bios you risk a dead motherboard, and as you've seen, some unforseen changes can occur that effect the overclocking. Also be aware that the Intel eist settings may change or limit your overclock, if you're doing it.
