If I use a Cooler Master Hyper 212+ will I need special low-profile RAM?

If it covers the RAM slots, most probably yes:

It depends on the motherboard, but to play it safe you'll want low-profile RAM. Some have no plans to fill all four RAM slots, so they're not concerned about losing access to a RAM slot due to cpu cooler, but honestly that it just silly.

Just get low profile RAM and you know you'll be covered (or uncovered!).
