Running programs in the taskbar

hi all

my prablem is that the running programs ( open windows)
is not shown in the taskbar, whene i want to change from
window to another i use alt-tap
i tried to solve it but

i reinstall windows again but nothing

i update windows with sp2, nothing nothing nothing
