Dell D830 no dell bios screen

Hey guys my Dell Latitude D830 will not display the bios, nor does anything come on the screen at all when I hit the power button. I cannot open the CD/DVD tray or boot from CD/DVD because the BIOS won't come up. I cannot turn it off by hitting the power button, and it just turns off by itself in 30~ seconds. This happened after I put a new hard drive in and installed windows 7, but I only installed chrome and then shut it down. Half an hour later what I described happens.

The CAPS LOCK indicator is flashing

Caps lock flashing?.... reseat the memory modules... remove Hard Drive and attempt to boot... probably bad memory though
