Why does 1333 memory show up as 1066

I have seen other people with this same problem. My Precision Workstation has a dell 0881F motherboard that does not work with the SPD feature on CPU-Z. The 1033Mhz RAM I bought is running at 1066. The CPU is a INTEL W5590
and all documentation claims that the hardware supports 1333Mhz SRAM - ECC Registered----24 Gb, 3 of six slots filled with matching Samsung 8Gb Sticks. It is running at 1066Mhz. What is going on?

I fat fingered the keys again...that is RDIMM ECC - PC3 10600, 240 pin, as recommended by DELL.
