Enhencement of poor conectivity

i want to use wireless lan in building, i have 2 wireless router one in ground floor & another at 3rd floor, can i join them

Yes. You can use one as a wireless repeater, or better is to run a cat 5 cable from one to the other and use the second as a wireless access point with the same network ID, but using different channels -- only allow the first to be the dhcp server to assign network ip addresses, the second router just acts as an access point to expand network coverage.
