fan isn't working,my laptop is toshiba tecra M2

Could you try to fix yourself? Expensive to send to a repair shop. Probable a failed fan, but possibly part of the motherboard that controls it. You'll need a small Philips screwdriver and an earthing wristband is recommended. To take it apart see here

Another possibility is the fan clogged with dust, and the only practical way of cleaning it is to strip down and remove. Never know, it might work again...
