Sabertooth 990FX & G.SKILL 32GB

Hey guys and gals. I really need help with timings and voltages because my F3-1866C10Q-32GAB G.SKILL ram is giving me stupid memtest86+ issues and weird Windows problems such as Control Panel saying 32GB Ram Available (23.9GB Usable). ASUS and G.SKILL keep running me around in circles without giving me an exact solution that actually works. Im trying to get my ram to 1866MHz which its supposed to operate at. I need exact numbers! I even RMA'd my kit for a new kit of ram to see if thats the issue. I have the latest 1604 BIOS from ASUS but I CANNOT for the life of me get my memory to operate correctly. ASUS Sabertooth 990FX AMD motherboard with 1604 BIOS.
G.SKILL F3-1866C10Q-32GAB 32GB Quad kit @ 1866MHz.
AMD VISHERA 8-Core CPU @ 4.0GHz (4.2GHz Turbo).
