My pc tower wont turn off

Hello, when I shut down windows, the OS shuts down and the screen goes black, but my tower fans, lights, and disc drive are still functional unless I hold the power button. Also, when left idle, the pc will go into sleep mode but won't come back out. Any tips?

I'm using Windows 7. Sorry for not specifying that.
