DOA Motherboard?

Hi there,
I just built up a computer with an Asrock H77m motherboard and it won't go through boot-up. The fans come on, the optical drives activate and the LED that shows CPU activity comes on for a few seconds, but no boot.

I have double check all of my connections and even switched out the RAM and the CPU but nothing. Also I have checked out compatibility and it is all compatible. Does this sound like a DOA motherboard?

I am a newbe but I have been very thorough.

Any input would be appreciated.

Is the motherboard properly grounded? I've had that problem, and it was due to a short with the case. Trying taking the motherboard out of the case, and then try restarting.
