Phenom 2 x6 , 2gb 6970 bottlenecked?

Im getting some fps drop in shogun 2 from 70 fps to 20 when i zoom in battles..thats a big drop. I can play bf3 and skyrim on the highest setting with 2xaa and 16x with avg fps of 54. Is there a bottleneck with my setup..
phenom 2 x6 1090t at 3.6ghz (can go to 4ghz but dont see the point to), sapphire 2gb 6970 at 950/1450 and 8gb of corsair ripjaws. playing at 1920x1080... so is there a bottleneck or is shogun 2 the problem?

Shogun 2 uses 1 thread, try running the game with task manager open and see if your hitting 100% cpu usage during the frame drops
