Building a new rig, some advice please

Hello. I'm looking into building a new PC, mine got old and grumpy. I don't know how much i'm gonna spend on the new rig(not too much). I don't want the ultimate gaming media nor something low-end. I want something mid-range, something decent.
I want a mobo with AM3+ socket, so an AMD processor(Phenom, most likely). Also, the mobo must have two PCI express 16x slots, at first, one video card is enough, but i'd like to have a second slot for further upgrade.(SLi or Xfire)
Regarding the video cards, i'm not sure what to choose. A friend told me that Radeon works better with AMD processors than nVidia. So that's why I ask you, please share your opinions and recommendations.
Also regarding the PCI slots, is there a big difference in performance if you have one video card in 16x and one in 8x, instead of having them both installed in 16x slots?

About the CF 16x and 8x. When you crossfire, most would say dual 8x, which is actually pretty good.

Both GPU would perform at 98% of their capacity.

Radeon and NVIDia GPUs work the same regardless of the processor used.

I'm decided on the processor. AMD Phenom II X6 1075T, if the budget doesn't allow a radeon 6970, then i'll probably keep my old 9800gt untill i'll get the money. I'm not looking into overclocking anything, so i think i'll be better with this non-''Black Edition''. Your opinions, regarding the processor?

Well, I need it for games(right now, Flight Simulator X) and future high demanding games... and some CAD applications. Isn't it worthy?

Look, I know i'm getting a bit greedy. But i'm thinking about keeping it longer. Here's how I thought:
I'd better give some extra bucks right now, so for the next few years, my processor doesn't need to be changed. Who knows what high demanding software will be out there in the near future?
