HIS, easily. 40mhz of extra core clock will make a significant difference.

The Turbo is the same as the standard IceQ except with a factory overclock, consider buying the standard edition and OCing it yourself to save a few bucks.

HIS has arguable better cooling and therefore more room to OC but the XFX has the faster memory clock (not core clock, don't want to confuse you). Its a close call but I would recommend this: http://www.newegg.com/Product/Product.aspx?Item=N82E16814102945
