My computer wont display anything and I dont get any beeps

The video card doesn't seem like it working as the fans on it aren't working. could this cause this?
the cpu fan and other fans all turn on, i can hear the hard drive and the cd drive working. I just built it.

is it just a faulty video card or could it possibly be a bad cpu/mobo/ram?

note: the harddrive is an old one im using from a previous build. I was planning on clean installing windows on it.

Is the graphic card firmly in position and locked in, and have you firmly connected the PSU to the graphic card? If the graphic card does nothing at all, it could be either installed wrong or a faulty card? Is everything else working properly? Did you try putting the graphic card in another computer, and is the speaker attached correctly to the mainboard. No speaker = no beeps. Is the battery in the mainboard working? Have you double checked all switches and connectors? Is the hard drive the only part that is used?
