Turning on power supply then plugging into motherboard

Would it be safe to do the following?:

Turn on power supply by shorting it (green and black wires)
Then plug the CPU and motherboard cables into a motherboard.

My motherboard isn't turning on (no beeps or anything), so would this be a viable option?
