I have a Solid State Drive as my primary hard drive and then a normal hard drive as a secondary drive. How can I set the second hard drive to be NON BOOTABLE so my computer will know to not boot from it (I have had issues with my computer trying to boot from the second hard drive in the past)??

I've never seen a BIOS allow to you to disable booting from a particular hard drive, only ones where you can turn individual SATA ports on or off, which obviously is not the goal here. I think you're out of luck here, unless someone else knows of a method.
