Help with workstation

Hi I was given these minimum specs for a workstation:

Processor: 1 x Intel Quad-Core Xeon W3550 2.66 Ghz
RAM: 1 x 4 GB
Hard disks: 1 x SATA 250GB, SATA, 7.2k rpm
1 x SATA 1TB or 3TB for image storage
Graphic card: 1 x NVIDIA FX380
Monitor: 1 or 2units 19" LCD monitor with 1280x1024 resolution.
Optical drive: 1 x DVD RW Supermulti SATA
Network interface: 1 x 1Gbps
Mouse: USB Optical Scroll Mouse
Keyboard: Standard Keyboard
Operation system: Windows 7 Ultimate 64 bit

I asked around at another forum and someone gave me this suggestion:

Thoughts? All I need is the bare minimum of the first build. Thanks!

That second build is pretty great and it will outperform the first build easily. Budget makes a big difference.

Sorry! Budget is around USD1800.
Thanks for the reply. Do I really need the second build? I'd settle for something lower. Like I said, the first build is enough but can I get something similar with newer hardware?

What kind of workstation ? What will you be doing on it ? Without that info, it's impossible to give you an accurate answer. Different platforms excel in different areas.

It's going to be hooked up to a CT scan and will be processing its images.

Beyond what I know, but if you need CPU power the second option has it.
