XP Pro Customize shutdown dialogue/sequence

Hi

I would like to produce a large splash screen as the shutdown sequence starts that instructs users
to switch off their monitor. A number of beeps would be nice as well. After say 5 seconds the
shutdown sequence would continue without input from the users.

Any ideas how this might be achieved?
