Can I send my pc side panel away to be modded ?

I need someone to cut a hole in it big enough for a 120mm fan.

And would the fan need to have the air blowing in or out ?

At the mment it is just a plain black panel with some ventilation holes at the bottom

Well, I do think there are case modders out there that would do this for you, but I'd consider doing it yourself. It would involve shipping and other costs that would make it pretty pricey.

If you have a drill, then all you need is a hole saw with a pilot bit. This would run you about $20-25. I believe a 4 1/2 inch hole saw is the size you need for 120mm fans.

Typically the side panel fan is added to bring fresh air to the graphics card in that position, that would be intake.
