AMD Phenom x4 980 w/ 1600Mhz+ RAM?

Hey guys. So I'm doing my first build and found out that the processor I'm getting, AMD Phenom x4 980, is only compatible up to a max of DDR3 1333Mhz memory, but I've seen several builds with 1600 +. My question is, can I buy 1600, or even 1866 ram and have it run stock with my processor and the full speed be taken advantage of?

Also I've seen several forums say that latency is more important for AMD processors than speed? Is that true? If that is the case then what is the best balance?
 



The memory controller on the processor has a stock speed of 1333 MHz . If you buy faster RAM it will [probably] default to 1333 MHz and run fine .

Your options then are to tighten the timings manually from say 9-9-9-24 to 8-8-8-24
or you can manually increase the RAM frequency to 1600 MHz [ or whatever ]

How would I go about increasing the ram frequency?
