how do I play other region games on ps2?

my friend told me today that it's possible to play games from other
countries on the PS2...

I said you have to have your PS2 chipped.

He said no not now, all you have to do is load a patch onto the memory
card and it works like that?

Is this true because I think he's talking about the DVD region hack and
not the games hack?
