4gb ram installed 1.86 avaible?

Why is this does it mean I can use only 1.86? can i change it?

Any PC has a certain amount of RAM allocated to the system. Yours seems a little high but unfortunately this can not be changed.

Although you may see better results if you get a 64-bit Windows 7 system. Vista is horrible.
