20Gb IDE HD only displays Capacity = 19.0Gb

I just intalled a new 20Gb IDE Maxtor HD but when I select properties on that drive it says that the Capacity=19.0Gb, Used Space=65.0Mb, and Free Space=19.0Gb. I don't have anything on this disk, not even the bootstrap due to the fact that I'm using it as a second drive. Any idea as to where that extra 1.0Gb went to?

In computer numbers, 1kilybyte=1024 bytes, 1megabyte=1024kilobytes, etc.

i've always been annoyed by the hd manufacturer's marketing ploys by defining the proverbial gigabyte as 1,000,000,000 bytes rather than 1024 mbytes, which is how winders counts gigabytes.....
