Dlink router creates own hotspot?

Does the dlink create its own hotspot internet where I can just buy a wifi card and have it free instead of getting cable\fibre dsl?

That's just a wireless router that uses 3G (instead of cable/dsl) as its internet connection. And just like cable/dsl, you have to pay for the 3G service.
