Computer restart after power outage with unclean shutdown

Hello,
There was a power outage, computer was on and did an unclean shutdown, now won't restart. Restart button is blinking, what do I do?

What do you mean "now it won't restart." Do you mean the computer is off and won't power back on, or it's on (blinking lights) but there is no video on the monitor?
