Well, as much as I know it's not everything, it also caught my attention that in my old Windows 7 install (which was an update from Vista, update from XP), it scored 5.9, and now that it's a new Windows 7 install, it keeps on this 3.3 thing. Some lag in gaming has been noticed, too.

depending on the game, lagging usually more on the GPU than CPU but it still can be affecting the game.

do you have cpu-z?

does it show you ARE running at 3.3?
