My friend has the same monitor as me and we both decided to play amnesia he doesn't get screen tear he has a nvidia geforce gtx 550ti and I do get screen tear and I have a gigabyte 460 gtx super overclock my tearing stops with vsync tho could this be because my card is more powerful it's really annoying

You can also increase the level of AA to get rid of screen tear AND enjoy better visuals (there are also games that don't have V-sync option, like Rage).
If 16xAA doesn't do the job, enable V-sync.

If a game doesn't have a V-sync option and also doesn't have AA option you can always downclock your card...
