New build with sabertooth x79 is giving me hell

I just finished putting my computer together. This is the 7th computer I've built and this one is not going as plannned.

I put eveything together and I noticed when I hooked my cpu fan up and tightened (snug, not tight) the ends of the screws kind of pushed through the motherboard on the other end. It looks fine because there were discoloured spots there before i added my cpu fan.

when I first booted my computer it wouldn't boot at all. it just started and stoppped a few times then posted. I didn't get to the bios key in-time and it started loading my windows on an old HDD from my other computer. it immediately blue screened.

Next time I finally got into the bios and set everything to where I wanted it, it shut off and booted. (?) When I set the boot priority to cd and load windows to install I have no mouse, the power is on but no cursor and when I hit the keyboard the LED lights on the keys just flicker everytime I hit them. Also, I noticed the front panel of my X-fi card does not have power.

I looked at all the specs and read the manual quite extensively and nothing in there states any problems that I might be having. The only thing I can figure is that there is a short or my PSU is shot.

and my bios says my CPU is running at 3200 mhz..."Speed: 3200 mhz"

Can someone help me out on this please. This is a huge pain and I cannot figure this out. I apologize if this is poorly written, it was done on my phone.

The Windows 7 Installer doesn't have native device driver support for the ASMedia USB 3.0 controllers on the SABERTOOTH X79 so the keyboard and mouse need to be plugged into the USB 2.0 controller on the X79 Express Chipset during Windows 7 installation, otherwise there's no keyboard or mouse input support.

Okay, my computer posts to bios, I'm getting one beep during boot. which means either VGA detected, no keyboard. or quick boot is set to disabled.

The bios posts and it says mouse detected, keyboard detected, all my HD drives detected. So i tried again to go to install windows. No mouse, no keyboard and the keyboard lights flicker when I press a key. I held the enter key for a few seconds nad the lights on the keyboard lit up but still no luck on anything.

Furthermore, I read through a lot of that post and I dont know if I should just lay everything out on a wooden floor? blanket? rubber mat? and connect the parts without the case. I'm just hoping this isn't a problem with the mobo, I do not watn to RMA because I have an bunch of work I have to have done by a deadline.
 

Is your keyboard and mouse plugged into the USB 3.0 ports or the USB 2.0 ports?

Make sure they're plugged into the USB 2.0 ports.

Actually, the only I didn't try and it worked was putting it in normal 2.0 usb slots. I read somewhere the if the drivers do not comply with 3.0 yet windows cannot detect it during installation. So I switched them and my mouse and keyboard worked...
