How to speed up frae rate ?

My pc contents windows 7 Ultimate 32Bit, Intel Core i7-960 3.20GHz 8MB BOX, CoolerMaster 700W.
Videocard ASUS Radeon HD6970 2GB.
My question is can I increase the frame rate by changing this pc to a 64 Bit version?
Another question,is a second videocard HD 6970 an option to speed up the frame rate?
 
Upgrading to a 64bit OS won't give you a notable boost in performance;however,there are some apps that benefit from it and also if you have 4GB RAM or more,then you need a 64bit OS in order to recognize all of it's capacity.
Adding another 6970 will definitely help increasing your FPS,but what resolution do you play on and what's your PSU ?

adding second card will give you ultimate performance fps isn't increase with any application it just depend on system specs like more ram,high end card,powerful cpu etc
but one thing you forget that is (ssd) this device is desgin for OS to perform better than hdd and also for some heavy games like bf3,arma,skyrim etc.

open this link and see battle between gtx580sli vs 6970cf it clearly show that gtx 580sli is much better than why are you wasting money on adding second card do sli 580 this is the second way to increase fps

I think u might have a nice boost, since ur sustem is extremaly capped by the 4gb max memory, in ur system u can, by example, allocate 2gb from ur video card, and bout ~1,7gb from ur main memory. So, u playing with only 1,7gb shared by system resources, OS, game and all.

I urgently recommend u to install the 64bit version.
