Your processor is bottlenecking the gts 450.

Yes, as stated above, the E2200 is holding back the graphic card. Your board can use most/all of the Core2Quads (if you can still find one. Ebay?) You may have to upgrade the BIOS for the fastest of the C2Qs, though. Look up the CPU/BIOS requirements here:

Get a core2quad Q6600(If you can get one) or dual core E7500 & a Seasonic s12ii 520.
And ya, If possible, double your ram :)

no offence but your rig is no where for 'intense and xtreme gaming' :??:
but you can improve a lot by-
getting quad core(c2q) and overclocking it to 3ghz+
add at least 2gb more for ram.
for 1260x768,your rig will do fine. ;)

Here is a hierarchy list of gaming processors to compare against. I used to have a Q9550 that I passed on to someone else. It's still gaming everything well with a HD 6850 (which is a bit more card than your GTS 450) @ 1680x1050.

Here is a PSU calculator to use:
http://www.thermaltake.outervision.com/
Your GTS 450 uses about 102W at peak load. That translates into about 8.5 Amps on the +12V rail for just the card. Use the calculator to find the wattage needed for your total system and pay attention the the +12V rail's or rails' amp capacity.
