I'm a evga fan but this is not a good comparison. Both cards will perform just fine if you are on a budget get the cheapest.

MSI card has the dual fans but its already overclocked so pretty hard to get more out of that card, if you have high temp inside your case the dual fans will not help cool things inside it just blows air over the heatsink on the card so the hot air will still stay inside your case until your exhaust fan blows it out. Its smaller in size

EVGA its a stock card the cooling fan blows air out of the case, keeping things cooler on the inside. Probably can be overclocked. Just don't know if you get it up to the MSI card but you will not notice a difference while gaming that is for sure. And a good thing for is the lifetime warranty from evga.
