my fan is located on the top of my computer case, which is where my cpu is also. when i feel the top of my case its usually hot, is there a problem with my fan??
Download coretemp or Hwmonitor, tell us what that says about your temps,
also more info on your set up would help, processor/cooling (standard issue or aftermarket cooler)
overclocked/standard settings?
room temperature that the Pc is in?

My processor is at standard settings and the room temperature is not too warm
HI , ..well bruv in my opinion its nothing to worry about ......but if u still are not satisfied by ur PCs temps.....then try this...... disconnect that fan and try using ur friends s fan or some other fan of same size ....nd compare the HWmonitor readings ..... if that lowers the temp. u should replace that fan !!!
If you're not overclocked and room is 'warm' anyway,
I too would think everythings fine,
I would however reiterate my previous advice of using hardware monitor or coretemp, just to keep an eye on your temps for peace of mind

swip swap it with another fan from the side or rear, see if the problem persists. keep a good eye on it though, if it is a bad fan you don't want to be burning up your hardware over it.
